This report shows the amount of work at each WLM importance level running in the system, and the MVS CPU busy %.

The amount of low importance work that is running gives an indication of how much ability WLM has to respond to fluctuations and spikes in high importance workloads. Ideally, the work in the system should be running at a range of different importance levels. If the system is busy but the work is all the same importance level, WLM is limited in what it can do because it can't move resources from lower importance work to higher importance work.
